ADMINISTRATIVE STRUCTURE
The Faculty of Education has functioned with a non-departmental structure since 1971. The basic unit of administration is the program group with membership from subject areas. The chair of each program group acts as liaison with the Dean's Office. Program groups include: Arts Education, Elementary Education, and Secondary Education. The Baccalauréat en éducation programs and the Vocational/Technical education and Human Resource Development programs also function as program groups, administered by directors.
Administration is carried out by the Dean together with an Associate Dean and an Assistant Dean. Co-ordinators of the various facets of administration have specific responsibility for student programs, for professional development and field experiences, and for program development.
GENERAL INFORMATION
The Faculty of Education offers a variety of programs. All programs, with the exception of the vocational/technical education and human resource development programs, are planned to meet the provincial Department of Education requirements for teacher certification in Saskatchewan. Also offered are French elementary and secondary education degree programs, the Baccalauréat en éducation, certificate and degree programs in vocational/technical education, and the Bachelor of Music Education (BMusEd) degree. All questions concerning counselling, registration, admission, transfer credits, and other related matters should be directed to the Assistant Dean in the Student Program Centre, Room 354, Education Building.
TEACHER CERTIFICATION AND ACCREDITATION
The University provides courses and programs in teacher education, but does not issue teaching certificates or accreditations in specific teaching areas/subjects. All Saskatchewan teaching certificates are obtained on application from the Teacher Services, Department of Education, 1500 - 4th Avenue, Regina, S4P 3V7, and enquiries concerning certification should be made to that office.
Application forms for teacher certification are available from the Student Program Centre, Room 354, Faculty of Education.
All students applying for a teaching certificate must request the Registrar's Office to forward an official transcript of their University record to Saskatchewan Education.
Provincial government regulations require all applicants for a teaching certificate to indicate whether or not they have been convicted or charged with any criminal offence of a sexual nature or involving a minor and to authorize a criminal record search. Applicants must also indicate whether or not a teaching certificate has been suspended or cancelled.
Note also that inquiries about accreditation in secondary subjects should be directed to Student Services, Saskatchewan Education, or the employing school board.
ADMISSION REQUIREMENTS
Students must meet the general University admission requirements outlined in the Admission section of this calendar, as well as the admission requirements of the Faculty. Bachelor of Education after degree (BEAD) applicants are subject to selection along with undergraduate applicants.
The Faculty of Education limits student admission to all undergraduate programs. Applicants to Bachelor of Education programs who are Saskatchewan residents will be given priority in selection. For further information on the application process, and on selection criteria and procedures contact the Student Program Centre Office, Room 354, Education Building.
A Saskatchewan resident applicant is defined as one who
1. is resident in Saskatchewan or is a member of a family unit resident in Saskatchewan, is employed in or transferred to Saskatchewan for employment (or is a member of a family unit becoming resident via employment); or
2. has completed high school or college level education in Saskatchewan; or
3. has parents who are Saskatchewan residents.
A candidate for admission to the Faculty of Education may be required to demonstrate ability to communicate effectively in either English or French.
For High School Graduates
High school students may seek early admission to the University and specifically to the Faculty of Education. Applications must be received by the Registrar by February 15th. Further information is available from the Registrar or from the Student Program Centre.
A minimum average of 65% is required in the following specific requirements for admission to the Faculty of Education:
1. English A30/English Language Arts A30
2. English B30/English Language Arts B30
3. An additional approved course numbered 30, from those in List 1 on page 13 of this calendar.
4. Two additional credits from approved courses numbered 30, including those in List 1 on page 13.
5. Two credits from approved elective courses numbered 20, 30, including those in Lists 1, 2 and 3 on page 8 and 9.
Because all students in the elementary program are required to take a university mathematics course, all students must complete Algebra 20 or Mathematics A30. Students intending to major or minor in secondary mathematics will require by the Year 2002 Mathematics A30, B30 and C30 or Algebra 30 and Geometry-Trigonometry 30.
Because students must take a variety of courses in order to complete a BEd degree program, they are urged to include a wide selection of courses in their high school program.
All enquiries concerning admission to the Faculty of Education should be directed to the Student Program Centre, Room 354, Education Building.
Entrance Program
Students who do not qualify for direct admission may be admitted to the University through the Entrance Program, Office of First Year Services.
Students applying to transfer from the Entrance Program must meet the following requirements:
1. for the Elementary Program, a minimum 65 WPA in five courses including ENGL 100 that count toward the student's program; MATH 101 is strongly recommended.
2. for the Secondary Program, a minimum 65 WPA in five courses which include ENGL 100 and four other courses that count toward the program. These four courses are to include a course in the major teaching area of study.
· Note: A WPA of 70 is required in the major teaching area of study prior to internship.
4. for the Baccalauréat Elementary Program, a minimum 65 WPA in FR 202 and four courses that count toward the program; at least two of the four other courses should be taken in French.
5. for the Baccalauréat Secondary Program, a minimum 65 WPA in five courses that count toward the program including: FR 202 and three other courses (two of these courses should be taken in French) and one additional course in the student's minor.
For Graduates with Approved Degrees
Graduates with approved degrees who wish to enrol in the Faculty of Education must submit applications to the Registrar's Office. The applications must be accompanied by transcripts submitted directly by other institutions (for graduates of institutions other than the University of Regina), and by a Teacher Education Admissions Profile, Section One (available from the Registrar or from the Faculty of Education Student Program Centre Office). Section Two of the profile must be written in a supervised session; check with the Faculty of Education Student Program Centre Office for the schedule of writing sessions or to request approval of a supervisor in an off campus location. All documents should be in the Registrar's office on or before February 15th for admission to the Fall (September) semester. Applications will be accepted after February 15th and acted upon as spaces in programs permit. Where possible, selections will be made by May 31 and applicants then notified of decisions.
NOTE: BEAD applicants are required to have achieved at least a 65% WPA on their (approved) previous degree.
TRANSFER STUDENTS AND TRANSFER OF CREDITS
Transfer from Other Faculties to Faculty of Education
Students who wish to transfer to the Faculty of Education should apply by February 15th if possible. A Faculty Transfer Form as well as a Teacher Education Admissions Profile must be submitted to the Registrar's Office by the deadline date. On the Profile the student must state the particular program for which application is being made. Selections are made by May 31 and applicants are then notified of Faculty decisions.
Students applying from outside the University of Regina for transfer to the Faculty of Education must follow a procedure similar to that outlined above. An Application for Admission will be required (instead of a Faculty Transfer Form). Other requirements include the Teacher Education Admissions Profile as well as official transcripts of previous work completed. All forms are available from the Registrar.
Credits from other universities may be transferable to the University of Regina and will be applied to the Faculty of Education degree program if appropriate.
Transfer of Credits from Other Institutions
Students who are following a program at Regina and who wish to take courses at other institutions but apply credit for such courses at Regina must obtain prior approval. Students should contact the Student Program Centre if they wish to pursue transfer credits.
COUNSELLING AND REGISTRATION
After acceptance into a Faculty of Education program, students must seek counselling and registration information from appropriate sources. Elementary students may consult the manager of elementary programs. Secondary students will consult with the chair or other person in their major area or with the chair(s) of secondary programs. Students in the arts education, vocational/technical education and human resource development, or Baccalauréat programs must consult with the chair or director in the respective areas.
The Student Program Centre can provide counselling information or direct students to the appropriate office for consultation.
Students must accept responsibility for ensuring that their programs are properly planned and that all courses taken will carry degree credit.
FURTHER REGULATIONS AND INFORMATION
Regulations in Regard to Number of Credit Hours
1. For all programs students will be expected to do a substantial portion of their work at the University of Regina. The minimum that students will be required to take at the University of Regina is normally 60 credit hours on first degree. Students will be urged and perhaps required to do more than that number of credit hours at Regina. Consult the Student Program Centre.
2. All students are expected to do a substantial portion (at least 60 credit hours) of the last two years of work at Regina. Consult the Student Program Centre. Students who wish to continue to work on a degree at another institution after the completion of two years or less at the University of Regina should transfer all credits to that institution and apply to complete degree requirements there.
3. All students presenting the Professional Year (or equivalent) as partial requirement for the BEd degree must complete a 3-year program.
Financial Assistance for Faculty of Education Students
Students should consult the Scholarship section of this calendar for the complete list of available financial assistance to teacher education students. For further information or assistance and application forms, contact the Awards Officer in the Office of the Registrar.
Students should pay particular attention to the Saskatchewan Teachers' Federation scholarships and prizes, the University Proficiency Awards, special activity awards, and the various medals.
Health and Professional Requirements
For reasons of health or unsatisfactory professional development, students may be required to discontinue from the Faculty indefinitely or for a specified period.
Academic Requirements and Criteria for Performance
Under current regulations, progress in the program is based on academic standing and professional progress. Faculty selection and review committees determine students' eligibility to progress into all professional semesters, including internship. It is the responsibility of each student to become familiar with the selection criteria and procedures.
1. At the end of each semester students with poor academic records and/or unsatisfactory professional development may be subject to faculty action. Students may be required to discontinue, which means that they may not re-enrol until two semesters including spring and summer sessions have elapsed. Other students may be advised to discontinue, which means they may continue only after being counselled. They may be required to carry a reduced load for the following semester. Those students who are required to discontinue must re-apply for admission to the University. Their application will be given a low place on the priority list for acceptance. Students who have been required to discontinue and who upon return maintain a poor academic record may be required to discontinue indefinitely from the Faculty of Education. Students may also be required to discontinue from one Faculty program but remain eligible for others. Please note academic regulations regarding Academic Performance/Faculty Action on page 31.
2. No education courses may be challenged for credit. Only a small number of education courses may be audited.
3. In order to progress from one year to the next and into internship, an average of 65% in the pre-internship semesters and, as well in the secondary program an average of 70% in the major, is required prior to internship. Satisfactory professional development, including demonstration of proficiency in written and oral English (French for BACC programs), is required at all stages in program.
4. In order to meet requirements for graduation, students must obtain a WPA of 65%. If a student's average is not maintained near this level throughout the program, it may be very difficult to raise it to the required level in the last semester. Students who have met all other degree requirements except for an inadequate average may be permitted to take a maximum of 9 credit hours of additional or repeated courses for the sole purpose of raising the average. Failure to obtain an average of 65% or higher with a maximum of 9 additional credit hours will prevent students from obtaining the BEd degree; they will be required to discontinue studies towards that degree.
5. Students are permitted to carry a maximum of 15 credit hours of courses failed as part of their degree programs.
No student may graduate with more than a total of 15 credit hours of courses failed or courses graded IN (Incomplete) as part of a degree program.
Failed courses (F, NP, IN) will not be considered in calculating a student's average for graduation, Distinction, or Great Distinction. A minimum of 90 graded credit hours of courses is normally used in calculating the graduating average for students in four-year BEd programs.
6. Recognition of professional competence is required in addition to a minimum average for graduation with Distinction or Great Distinction. The level of professional competence required is an overall rating in one of the top two categories on the internship rating scale. For further details consult the Student Program Centre.
7. The average for a program is calculated on the basis of weighted percentage average (WPA), computed by dividing the sum of credit hours (University of Regina courses only) times the marks accumulated in the program by the total credit hours attempted. Minimum hours required before students will be considered for Distinction and Great Distinction vary from 30 to 64, depending on the program.
8. Students who obtain high academic standing are recognized by inclusion on the Dean's Honours List.
9. Students may select up to 6 credit hours to be graded pass/fail. The declaration of this intention must be made at the time of registration on the registration form. Note that choice of pass/fail grading may make students ineligible for some scholarships and the Dean's Honour List.
10. Overloads, course changes, transfer credits, deferred exams, and program modifications must be approved by the Student Program Centre.
11. Failure to adhere to course prerequisite requirements will result in mandatory withdrawal at the student's expense, or failure in the course. Written permission from the head of the academic unit offering a course must be on file in the Student Program Centre for each course for which the student has had the prerequisite waived.
12. Applications deadlines for internship are April 15 for the Fall semester, and November 15 for the Winter semester.
13. Beginning in the Fall of Year 2002, all degree requirements must be completed within eight years from the date that a student first enrols in a BEd program. Requests for modification of course or program requirements must be submitted in writing to the Assistant Dean, Student Program Centre. Students who first registered in a BEd program prior to 1993 will have until the year 2001 for completion of their programs.
Field Experience Components
Education programs include extensive field experiences. Students should expect that at least some of these field experiences will be located in schools outside Regina.

Policies in the Faculty of Education
Faculty of Education policies related to Attendance, Cheating Late Assignments, Plagiarism, Punctuality and Unprofessional Conduct are available from the Faculty of Education Student Program Centre, Room 354, Education Building.
PROGRAMS
A student's semester of work is usually made up of 5 courses of 3 credit hours each, a total of 15 credit hours. Students take 30 credit hours of work in an academic year. Students may take an overload of one course (3 credit hours) per semester if their academic record is high. Application for an overload is made to the Student Program Centre.
In all programs students may take no more than 42 credit hours of introductory courses for credit towards undergraduate degrees.
The following programs are offered by the Faculty of Education:
PROGRAMS IN ELEMENTARY EDUCATION
1. 8-semester (124 credit hours) BEd program in elementary education (K-5 and middle years 5-9 options) and Baccalauréat en éducation élémentaire, française (130 credit hours).
2. 4-semester (64 credit hours) BEd (BEAD) Program in elementary education (K-5 and middle years 5-9 options) and Baccalauréat en éducation élémentaire, française (60 credit hours), for graduates with approved degrees.
3. BEd (BEAD) Program for certified teachers with approved degrees (e.g. BA plus a professional year or equivalent).
PROGRAMS IN SECONDARY EDUCATION
1. 8-semester (120 credit hours) BEd program in secondary education and Baccalauréat en éducation secondaire, française (130 credit hours).
2. 4-semester (60 credit hours) BEd (BEAD) program in secondary education and Baccalauréat en éducation secondaire, française, for graduates with approved degrees.
3. BEd (BEAD) program for certified teachers with approved degrees (e.g. BA plus a professional year or equivalent).
4. BEd (General) - for students having a two-year certificate but who now wish to complete a program for secondary teaching.
