The
following is a summary of the insurance coverages in place as of November
2002. These coverages and limits can and do change regularly.
For specifics on the coverages in place as they affect you, confirm the
policies in force with the Associate Vice-President (Finance) at local
4171.

General
Liability Insurance Policy
The General Liability Policy provides general liability
coverage for the University. The policy names additional insureds covered
to include "any officer, director, governor or member of the directing or
governing body, employee, shareholder or volunteer while acting on behalf
of the Insured or any former officer, director, governor or member of the
directing or governing body, employee, shareholder or volunteer with
respect to acts performed on behalf of the Insured in that capacity" and
"students while performing any duty which is considered regular or
extraordinary studies or recreational activities connected with the Named
Insured."

Educational
Institutions Errors and Omissions Liability Insurance Policy
The Errors and Omissions policy
provides more specific Errors and Omissions liability coverage to the
University. Additional Insureds are extended to the same group as noted
above for the General liability policy.

Property
Insurance Policy
The
Property Insurance policy provides coverage for all University owned
assets at their replacement cost. The policy only covers University owned
assets and unowned assets of other entities which are placed in the care
and control of the University. The policy does not cover personal
possessions of faculty, staff, students or other individuals.
In addition, the property policy does not provide coverage for "mysterious
disappearance." There must be evidence of theft, break-in or similar proof
of the loss before the policy applies.
This policy has a very large deductible and therefore only comes into
effect in the event of major losses. Losses which would have been covered
under this policy had they been larger than the deductible are covered by
the University's Self Insurance Fund.

University
Self Insurance Fund
Annually,
the University allocates a portion of its operating budget to the Self
Insurance account which is then administered by the Associate
Vice-President (Finance). The purpose of this account is to provide
coverage for those items which would have been covered under the property
policy, but failed to exceed the deductible. If the loss would not have
qualified for coverage under the Property Policy, then the Self Insurance
Fund will also not apply.
The Self Insurance Fund is also used to pay the deductibles of the other
external insurance policies. The deductibles vary amongst the various
policies. Departments are responsible for the first $2,500 deductible on
all claims, the Self Insurance Fund pays the balance when the deductible
exceeds $2,500.

Computer
Equipment Insurance Policy
This policy
provides additional property coverage for computer equipment and related
peripherals for all University owned equipment. Financial Services
maintains an inventory of all fixed assets in the Banner Finance system,
including computer equipment, which were purchased with University funds
and insures all items in this inventory. The Computer policy provides all
risk coverage (excluding "mysterious disappearance") for replacement value
and has a $2,500 deductible.
This coverage is automatic for all University owned computer equipment
wherever located in Canada or the continental United States. In order to
place this coverage on equipment taken out of this area, you must notify
the Associate Vice-President (Finance) in writing of:
Equipment being taken;
Destination;
Dates the equipment will be located there.
The
insurance company will then be notified and the regular coverage will
apply. If the insurance company is not notified in advance, they will deny
coverage.

Personal
Professional Property Insurance Policy
As none of
the other University insurance policies provide coverage for the
personal assets of faculty and staff, this policy exists to provide
insurance
on the personal professional property employees may be required to have on
campus. Property covered is any personally owned property that relates to
your profession, such as books, microscopes, computers, etc. The insurance
is self-funded by the University without an external insurance company.
The policy applies to all full time faculty and staff and provides $5,000
Personal Professional Property coverage for each member, with a $500
deductible. The payment of this deductible is the responsibility of the
individual faculty or staff member.
Individual employees' personal home insurance often covers this property
as well, but usually has a maximum coverage limit which often is as low as
$500. In the event of a loss, faculty and staff must first claim the loss
from their personal home owner's or tenant's insurance and the
University's $5,000 coverage applies thereafter.

Travel
Insurance Policy
Any
University employee travelling on behalf of the University is required to
complete and get approved a "Travel Authorization Request Form" prior to
their departure. This form includes a section where the departure and
arrival date must be given. Travel insurance is then provided based on
this completed form between departure and arrival dates at no cost to the
traveller. See section
30.05.05.04 for policy details.

Vehicle
Insurance
If you use
rental vehicles on University business, it is very important to follow the
procedures described below.
The general rule is that when you rent a vehicle, you
should decline all insurance coverage, but you must pay for the rental car
with the University of Regina BMO Mastercard Travel Card. It is acceptable
to use a different personal credit card if you wish as long as it provides
the same coverage (such as the Visa Gold card). This procedure will save
approximately $16 day in insurance fees while still providing proper
collision insurance coverage. The University carries an insurance policy
which provides liability coverage for you while driving rental vehicles.
If you do not have an BMO Mastercard Travel Card, you can
apply for one on the Supply Management Services’ home page at

If you rent CVA (Central Vehicle Agency) vehicles, they
provide the necessary insurance coverage and you do not need to follow the
above procedures. CVA vehicle rental procedures are described on the web

If you use your personal vehicle for University business
and then claim mileage reimbursement, collision coverage is provided by
your personal license plates (and package policy if one exists). The
University carries an insurance policy which provides liability coverage
for you in addition to that provided by your license plates and package
policy.
In all circumstances, in the event of an insurance claim,
the individual’s faculty or department is responsible for paying the first
$2,500 of any insurance deductible.
Note that all the insurance coverage described above only
applies to vehicles used in Canada or the continental U.S.A. If you are
travelling abroad and renting vehicles at your destination, you are
responsible for arranging your own insurance as is appropriate for the
country(ies) in which you are travelling.
Vehicle rentals for personal use (i.e. not for use on University business)
- The BMO Mastercard Travel Card is issued in the name of the individual
who may use the card for whatever personal purchases the cardholder
chooses. If vehicles are rented for personal use, all of the BMO
Mastercard Travel Card benefits apply, including collision damage
coverage. However, the University's other liability insurance policies do
not apply for personal use rental vehicles. Therefore, when a cardholder
rents a vehicle for personal use, only the collision damage insurance
offered by the car rental company should be declined, with other liability
insurance coverage being purchased from the car rental company.

University
Insurance Coverage as it Applies to Students
When
students are performing any duty or taking part in any activity which is
considered part of regular or extraordinary studies or recreational
activities connected with the University, they are "additional insureds"
under the University's General Liability and Errors and Omissions
Liability policies as described in paragraphs i. and ii. above. This
includes any student on a practicum or work placement which is part of
their academic program.
When students operate vehicles during their practicums or
while involved in approved activities, they are considered to be acting as
agents for the University and are thereby provided with the insurance
coverage described in paragraph viii. above while operating vehicles.
The University self administers the Student Accident
Benefit Plan whereby when students are injured during their studies, the
University will reimburse them for certain medical expenses over and above
regular provincial medical insurance. This covers items such as dental
work, ambulances, crutches, etc. (see policy
90.20.40).
Students involved in travel authorized by the University
are required to complete a "Travel
Authorization Request Form." Once this form is completed, travel
insurance is put into place as identified in paragraph vii. above. Only
one form with an attached list of participants is required for teams or
classes traveling together.
Students working in unpaid work placements must make
application for Workers' Compensation Board (WCB) coverage at no cost to
the students. The form is located on the Registrar's Website at: hppt://www.uregina.ca/courses/forms/Schedule%20B.pdf.
This form must be completed by the student, submitted to the Registrar's
office and approved by Saskatchewan Learning. This is provincial coverage
and only applies to students working at unpaid work placements /
practicums in Saskatchewan.
