'A Third View From Someone Who Was There!'

In November 1981, at the height of the nation’s constitutional crisis, the First Ministers assembled in Ottawa to seek an agreement. For three days Prime Minister Pierre Trudeau and the other First Ministers met in private to try and get a deal on a new constitution for Canada. No official minutes were made, however, Dr. Howard Leeson, now a Professor Emeritus of Political Science at the University of Regina, who was then the Deputy Minister of Intergovernmental Affairs for Saskatchewan, took extensive minutes. Now for the first time these documents have been made public in his new book "The Patriation Minutes."  At his lecture on January 25, 2013 Dr. Leeson will elaborate on the main thesis of his book, which asserts that the other nine provincial premiers, rather than Prime Minister Trudeau, were the most important players in securing an agreement."
