Policy Genealogy as an Approach to Historical Analysis: The Heritages Languages Program of Ontario

Presenters: Jennifer Burton and Hyunah Kim (OISE)

Abstract: This seminar is a discussion on a policy genealogy (Gale, 2001) of the Heritage Languages Program (HLP) of Ontario. The purpose of this presentation is to highlight how genealogy as an historical approach to analysis is used in policy research. Genealogies focus on how policies change over time by beginning with a policy phenomenon of the present: specifically, an educational policy that dates back to 1977 and continues to structure how Ontario's youth learn heritage languages today. This presentation will provide information on policy genealogy in the context of the HLP research project led by Dr. Jeff Bale at the University of Toronto. This seminar will be of particular interest to policy makers, educators, and practitioners concerned with the current and future status of multilingual and heritage language education in Canada, and for those interested in genealogy as an approach to policy research.
