Copyright Officer, Term (one year, with possibility of extension)

The University of Regina Library invites applications from dynamic, proactive, and service-oriented candidates for the position of Copyright Officer. We are seeking a creative librarian with a strong background in copyright and legal librarianship capable of providing comprehensive copyright services to the entire University community.

The University of Regina Library supports the research and teaching of faculty and students at the University of Regina through its services, collections and information technology infrastructure. Users are able to connect to the library collection and other sources of information through traditional reference services, and through the provision of librarian services on-site to academic departments and research centres. Instruction in finding information is also provided, both in the form of general orientations and class or specific subject orientations. The Library’s extensive collection of approximately 2.4 million items is listed in Voyager, as are the holdings of the University’s three federated colleges, Campion College, Luther College, and First Nations University of Canada. The Library also maintains the University Archives whose collections consist of original materials relating to the University, its faculty, staff, and students, dating from the inception of Regina College in 1911 to the present day, and oURspace, a digital repository for scholarly literature, research results, official communications, and materials which define the cultural context of the University of Regina. The Library is a partner with several external organizations, including CRKN (Canadian Research Knowledge Network), COPPUL (Council of Prairie and Pacific University Libraries), CARL (Canadian Association of Research Libraries), the Multitype Library Board, and RegLIN.

About the Position

The Copyright Officer will operate under the general direction of the University Librarian and in consultation with the Associate University Librarians. Key external working relationships include the Provost and Vice President (Academic), Bookstore, University of Regina Press, Centre for Continuing Education, the Deans, Information Services, University faculty, staff and students, legal counsel and the Executive Director, University Governance. Consultation with all levels of Library staff, and consultation with faculty members and units external to the Library is a requirement of the position.

The Copyright Officer provides oversight of the University's copyright compliance efforts, which includes a comprehensive copyright management program for the entire University community. Accordingly, s/he will raise the awareness of copyright requirements across campus, respond to inquiries regarding how copyrighted materials may be used, and update and apply the University's copyright policy and fair dealing guidelines. The Copyright Officer will maintain current awareness of trends and best practices in copyright compliance, and will be expected to develop contacts within other universities, external copyright groups, and licensing bodies in order to further the University's interests related to copyright. Additional librarian responsibilities of a more general nature may be assigned taking into account the Copyright Officers' interests and abilities.

More generally, the Copyright Officer will work collaboratively with University colleagues on a range of issues including, but not limited to, instruction, distance education, emerging technologies, policy formulation, and implementation of the Library's Strategic Plan, particularly as these may relate to copyright.

The Copyright Officer will have a range of duties, including:

  • Respond to copyright information requests from faculty and staff.
  • Develop and implement copyright compliance programs.
  • Conduct legal research on copyright and related issues.
  • Identify issues for consideration by the University's legal counsel when a legal opinion is required.
  • Prepare information materials on copyright for distribution or posting on the library/university web site.
  • Deliver instruction sessions/workshops on copyright and raise awareness on copyright issues with faculty and staff.
  • Manage the University's copyright policy and fair dealing guidelines.
  • Manage copyright licenses in the context of a variety of formats including reprography, digital copying and public performance rights.
  • Keep up to date on issues in copyright law, licenses and fair dealing provision. Provide case law, relevant statutes, and secondary legal literature to support decision making (e.g., citing references).
  • Develop and maintain a strong liaison connection with the legal copyright community in Saskatchewan and Canada.
  • Liaise with faculty and departmental copyright contact resources.
