Following a review conducted according to the provisions of the University’s policy on out-of-scope senior appointments, Dr. Jeff Keshen has been appointed to a second five-year term as President and Vice-Chancellor effective July 1, 2026.
Dr. Keshen earned his PhD and BA in History from York University and his MA from Carleton University. Immediately prior to coming to the University of Regina he was the Vice-President, Grenfell Campus, for the Memorial University of Newfoundland. He joined the University of Regina in 2021 during the height of the COVID-19 pandemic when most teaching and learning was taking place remotely. He helped the University navigate evolving protocols so that the institution could safely and effectively transition back to offering courses and other activities in-person.
Under his leadership over the past four years, the University has moved forward on several key institutional priorities from the 2020-2025 Strategic Plan. For example:
The research enterprise has grown through the development of the Office of Research Partnerships and Innovation. Enhancements were also made to research and entrepreneurial opportunities for graduate students through the creation of the Graduate Advanced Training and Entrepreneurship (GATE).
- The Brad Hornung Accommodations Test Centre opened in Fall 2022, providing students with disabilities the opportunity to write exams in a supportive environment.
- Experiential learning opportunities for students were enhanced through the launch of the Centre for Experiential and Service Learning (CESL) in Fall 2022.
- The Equity, Diversity, Inclusion, and Anti-Oppression strategy and action plan were completed in Fall 2022. Since then, the EDI Office has continued to advance initiatives on campus by promoting responsive educational practices, supporting 2SLGBTQIA+ initiatives, and conducting workshops.
- The University’s first Sustainability Action Plan launched in Fall 2022 to strengthen the institution’s alignment with the United Nations’ Sustainable Development Goals.
- The University’s first Indigenous Strategic Engagement Plan, developed under the leadership of the Office of Indigenous Engagement, launched in Fall 2023.
- A Strategic Enrolment Plan was created to enhance the overall student experience in areas such as recruitment, retention, academic and personal supports, teaching and learning, health and wellness, financial aid, and engagement after graduation.
- The University enhanced its identity and impact through promoting its core pillars – Health and Wellness, Experiential Learning, and Partners in Truth and Reconciliation. Extensive marketing campaigns have featured the new institutional identity, framed around the tagline, “Go Far, Together.”
- The Global Institute for Energy, Minerals and Society (GIEMS) – a partnership between the University of Regina, the University of Saskatchewan, Saskatchewan Polytechnic, and the Government of Saskatchewan – was created to advance research and innovation in the areas of mining, energy, and critical minerals for a more sustainable future for the province.
- The First Nations University of Canada and the University of Regina successfully hosted the Building Reconciliation Forum in May 2025, bringing together post-secondary leaders and community members from across the country to discuss ways to meaningful advance reconciliation.
- The University’s health and safety culture is being enhanced through several initiatives, including a focus on training and awareness of health and safety topics across campus.
In addition to his many accomplishments, Dr. Keshen has continued his academic research by co-authoring two books that are slated for publication in the coming months.
Under Dr. Keshen’s leadership, work on the University’s new strategic plan is underway, which will build off the 2020-2025 strategic plan. The new plan will create a bold vision to elevate the U of R through a focus on what we want to be.
