The health region report cards and rankings are based on 19 comparable performance indicators in the categories of quality, access and patient satisfaction. The data is based on the 2010 Health Indicators Report (Canadian Institute for Health Information), the 2008 Canadian Community Health Survey (Statistics Canada), and Statistics Canada's Hospital Standardized Mortality Ratio.

Health regions are grouped into two categories for ranking: Group 1 - 30 regions (major tertiary care centres, generally over 200,000 population) and Group 2 - 15 regions (generally 100,000 to 200,000 population). Recent restructuring in some provinces has led to amalgamation of some of the regional entities. However, the data remains valid for comparing healthcare system performance in those areas.
