CFI Allocation Criteria

The needs and budgets of CFI applicants will vary depending on the applicant and the envisioned research agenda. Their budget requests for use of the CFI and provincial matching money will need to be adjudicated and allocated fairly and appropriately. This adjudication process needs to be transparent and reflect the program’s intent of supporting the university’s research strategy.

I am proposing that the following process be used in adjudicating CFI and matching fund requests.

1.   Dean from home Faculty will recommend the allocation based upon the Faculty’s     prioritization of the research chairs, any matching financial commitment they are prepared to offer the researcher, and the appropriateness of their research agenda. The Dean will report their rankings confidentially to the Vice-President.

2. The President’s Research Committee (PRC) will be asked to conduct an independent assessment of the strength of the research proposal in light of the University’s research strategy, and the appropriateness and justification of the budget request.

3. The Vice-President (Research and International), based upon the advice received from the President’s Research Committee, makes the final support funding allocation, in consultation with the Vice-President (Academic) and the Vice-President (Administration).

It is proposed that the following criteria be used in adjudicating the requests:

A justified case is made, with a clear link in the application between the budget needs and the proposed research agenda.

The budget request identifies any leverage potential (seed funding for additional matching funds).

The research agenda and budget request demonstrate how it will support the research clusters and the University’s research strategy.

The request will identify how and by whom the proposed equipment/facilities or support funding provided to the chair could be used by other University of Regina researchers.

The Dean will indicate how the proposal allows for equipment/facilities that can be shared with other researchers in the faculty.
