Harlan has been managing projects and project managers in the private, public, and non-profit sectors for over forty years. Projects included small to large facility construction projects, information technology, business process redesign, and event planning and management. The majority of his career was spent working for Provincial Government Ministries and corporations.  Harlan now works as an independent consultant, having retired from the civil service in 2021.

Harlan is a Professional Engineer (retired), having graduated in 1978 from the University of Manitoba with a Bachelor of Science in Mechanical Engineering.  He obtained a Project Management Professional designation from the Project Management Institute in 1999, and a Certificate in Adult Education from the University of Regina in 2006.

In his spare time, Harlan enjoys travelling with his wife and spending time with his two daughters and their husbands, and with his four grandchildren. Harlan also does volunteer work, including acting in local community theatre.
