Health and Dental Plan

What coverage do I have?

This plan for students provides coverage for prescription drugs, vision care, dental care, mental health counseling, and more. All eligible students are automatically enrolled and the fee is added to your student account. Student Affairs has temporary oversight of the program, and is working with the service provider for administration of the plans.

How do I add family to my coverage?

Family add-on coverage is available for your spouse and/or dependent children. This coverage does not carry forward and must be applied for and paid each fall.

Can I coordinate benefits with another plan?
You can coordinate two benefit plans to maximize your coverage, potentially reaching up to 100% coverage.
How much does it cost?

Eligible Fall 2025 students are automatically charged the fees and enrolled.

The plan for full-year coverage (Sept 1 – August 31) is $225.85 ($101.15 for Health coverage and $124.70 for dental coverage).

How do I opt-out of coverage?

You may choose to opt-out, if you have comparable alternative coverage, such as a spouse, parents, or employer plan. (Note: Saskatchewan Health or International Emergency Insurance are not considered comparable alternative coverage). Your opt-out can be:

  1. Permanent – you remain opted out for future terms until you apply and pay to re-enrol.
  2. Annual – you are opted out for the current benefit year only.

Proof of alternative coverage is required.

Separate opt-out requests are required for health coverage and dental coverage.

Not allowed in the Winter/Spring/Summer terms. Only Fall term opt-outs allowed.

Deadline to opt-out is September 30, 2025. No exceptions will be made if deadline is missed.

If I opt-out when can I expect to see my account credited?
If approved you can expect to see the credit appear in your account by October 30, 2025.

U-Pass

What is U-PASS?
U-PASS is a transit program designed for U of R students to use Regina Transit and Paratransit (if eligible) as much as they like for a once-per-semester fee. All eligible students are automatically enrolled, and the fee is added to their student account. The U-Pass was passed by student referendum. Opt-outs are only approved if specific conditions are met, as defined by the program. The program is provided for students and was voted on and implemented by the students.
How much does it cost?
The cost is $90 per semester.
Who is eligible?
All registered U of R students are automatically enrolled in the U-Pass program and provided a benefit code approximately one week prior to the start of the semester (there are a few exclusions). Students can choose to opt-out of the program only if they meet certain requirements. If you have been assigned a benefit code, you have been enrolled. Go to UR Self Service, Student tab, U-Pass Information to check!

Students that register after the initial assignment of U-Pass benefit codes will be provided with a code in their UR Self-Service account within 24 hours of registering in at least one on-campus class.
How do I activate U-PASS?
To activate your U-Pass:

  • Download and install the UMO app, or:
  • If you wish to use a physical UMO card rather than the app, one is available at any transit agent, including the U of R Parking Office.
  • A unique benefit code for the upcoming semester will be available on your UR Self Service Account approximately one week prior to the start of the semester
  • Log into the app or activate your UMO card and redeem the code
For the winter semester, you can redeem the code starting on December 29, 2025. An email will be sent out from Student Affairs notifying students when the codes have been assigned and are available to redeem.
Can I opt-out of U-PASS?

The deadline to request to opt-out of the U-PASS program for the Fall 2025 semester was September 30, 2025. Requests are no longer being considered.

The U-Pass program was passed by student referendum. Opt-outs are only approved if specific conditions are met, as defined by the program. Please review the opt-out conditions below:

  • Live in University of Regina residence
  • Live within Regina’s designated opt-out zone (within 1 km from campus)
  • Live outside Regina city limits and commute to Regina for classes (within 75 km from Regina)
  • Registered in all online/remote/distance courses with NO on-campus component
  • Have a medical disability that precludes the ability to ride the bus/Paratransit
  • Experiential learning requirement (eg. practicum, internship, fieldwork, outgoing exchange) outside Regina city limits.

The deadline to opt-out is the 100% add/drop deadline for registration (this is January 19th for the winter 2026 semester). No refund will be provided for U-Pass charges after this date.

Please fill out the opt-out request form if you meet eligibility requirements. The form will be available on the date the benefit codes are released. Please note documentation is required to support your request. Details provided on the form.

Can I opt-in to U-PASS?

Yes! You can opt-in by providing proof of enrolment.

Will paratransit be included?
Yes. If you are a registered paratransit user, you can use the pass for that service as well.
Can I purchase a bus pass on campus?
Parking Services is now a City of Regina transit agent and bus passes are available. Visit their office at College West, room CW 108 to purchase a bus pass.

Additional questions

What student clubs and organizations will continue to receive funding?
The University will provide financial support to existing ratified student clubs and organizations. For questions, leaders of student clubs and organizations should reach out to avp.finance@uregina.ca. Any new student clubs or organizations will need to be ratified and funded under the leadership of a new student association.
What are some clubs, societies, and groups that U of R students can join?
There is a wide variety of clubs, societies, and groups in which you can connect with like-minded students and enhance your university experience. Find a club today!
During this transitional phase, are there specific student services that will be discontinued or put on hold?
At this time, the University is focused on ensuring core student services continue without disruption. Other services will need to be evaluated as needs arise.  
What is happening with the Lazy Owl?
The Lazy Owl remains closed until further notice. Communication will be shared broadly once there is a re-open plan.
