Graduate Studies Completion Letter

This request form is only for those students who have completed a PhD, master's degree, master's certificate or graduate certificate.
(Students who need a letter for their bachelor's degree, diploma, or other certificate must contact their department.)

A Program Completion Letter confirms successful completion of all academic requirements for your program prior to graduation. Graduate students who require a Program Completion Letter must submit a request (i.e. letters are not generated automatically). Students may require a Program Completion Letter to document their graduate program:

  • To apply for a Post-Graduate Work Permit
  • For employment purposes

To request a Program Completion Letter you must review each of the requirements listed below via UR Self-Service before you submit your request:

  1. Application for graduation: If you haven't already done so, you must apply for graduation. We can't issue a Program Completion Letter if you haven't applied for graduation.
  2. All final grades appear on your transcript: We can't issue a program completion letter if you have the following grades: NR (Not Yet Reported), DE (Deferred), or IN (Incomplete). If you are missing grades and it's been more than 5 business days after your final exam or 10 business days after your final assignment, please contact your academic unit. For thesis/project/practicum/report students, final paperwork must have been received by FGSR.
  3. U of R account is current: We can't issue a program completion letter to a student who hasn't paid all their fees or who has disciplinary proceedings pending.

When you have confirmed all the requirements, you can submit Request for Completion Letter form below (incomplete requests can't be processed). Afer you click "Submit" you will be taken to a confirmation page. Do not submit duplicate requests! (Duplicate requests are pushed to the bottom of the list, which results in processing delays.) 

Timelines

Program Completion Letters are processed in the order received. However, we can't process your request if you haven't applied for graduation, are missing final grades (or final thesis/project/practicum/report paperwork), or if you haven't paid all your fees or have disciplinary proceedings pending. It's your responsibility to ensure you've met all requirements listed above.  
Incomplete requests can't be processed and duplicate requests are pushed to the bottom of the list - both result in processing delays.

Frequently Asked Questions

What if my final grades are not yet posted?

Faculty must submit grades for courses with final exams within five days (excluding Sunday) after the examination date. For courses without final exams, grades must be submitted by the instructor offering the course no later than ten days (excluding Sunday) after the start of the final examination period.

If this period has passed, please contact your instructor or Faculty directly for support. FGSR will not process early grade entry forms for the purposes of Completion Letters under any circumstances.

Am I eligible to work once I receive my Completion Letter if I'm on a Study Permit?

No, once you receive your Completion Letter, you must apply for your Post-Graduate Work Permit before you can continue working.

Why can't my Completion Letter be issued automatically?

At this time, we have no way to automate the Completion Letter process. Each student's file is checked to ensure they have met the requirements of their program and are eligible to graduate.
