University of Regina and Métis Nation–Saskatchewan sign agreement recognizing Métis Nation citizenship

The University of Regina (U of R) and the Métis Nation–Saskatchewan (MN–S) have signed a Citizenship Agreement that formally recognizes and respects Métis Nation–Saskatchewan citizenship. 

The Citizenship Agreement establishes a clear, collaborative process to ensure that students, employees, and researchers who access equity-based opportunities (such as admission, scholarships, hiring, or research funding designated for Métis citizens) are verified citizens of the MN–S or another recognized Métis Nation government. 

“I look forward to the mutual benefits and opportunities that this agreement will create in our province, at our University, and for the Métis people who are such an important part of Saskatchewan’s historical, cultural, economic, and educational fabric,” says Jeff Keshen, U of R president and vice-chancellor.   

This is an important step toward reconciliation in Canada and Saskatchewan, and toward ensuring that members of the Métis Nation–Saskatchewan have equitable access to opportunities across the U of R campuses.  

“The MN–S government welcomes agreements such as this for two important reasons; it advances opportunities for our young Métis people and opens new avenues to explore on their career paths. Secondly, it clearly demonstrates the work our government has done to strengthen relationships with institutions, build trust in our Nation, and validate our citizenship processes,” said MN–S President Glen McCallum. 

The parties agree to: 

  • Affirming MN–S as the recognized government representing the Métis Nation in Saskatchewan. 
  • Upholding reconciliation through recognition of Indigenous self-government, laws, and citizenship processes. 
  • Establishing secure, consent-based verification systems between U of R and MN–S for individuals applying for Métis-specific opportunities. 
  • Ensuring integrity, accountability, and fairness in delivering equity-based benefits at the University. 

The agreement builds on the U of R’s ongoing partnerships with Métis communities, including its longstanding collaboration with the Gabriel Dumont Institute, and is aligned with the University’s Indigenous Engagement Strategic Plan, Tapwewin kwayaskwastâsowin: Truth and Putting Things Right. 

The Citizenship Agreement took effect on September 7, 2025, and represents a shared commitment between the U of R and MN–S that will help create new pathways for Métis students, employees, and researchers across the province.
