UR OneCard

The UR OneCard Meal Plan is a convenient declining-balance dining program that gives students easy access to food and beverage purchases across all participating food service locations on the University of Regina campus. Funds are loaded directly onto your UR OneCard via the mobile app and can be used by tapping your mobile device at eligible campus dining vendors, making it simple to enjoy meals, snacks, and beverages without carrying cash.

The UR OneCard Meal Plan is mandatory for students living in University of Regina Housing dorm-style accommodations. Designed to support a convenient campus living experience, the plan provides flexible spending options while ensuring residents have access to a variety of dining choices close to home, classes, and campus activities. 

Whether you're grabbing a quick coffee between lectures, meeting friends for lunch, or picking up dinner after a busy day, your UR OneCard makes campus dining easy, accessible, and hassle-free.

Single-Term Tax-Exempt Meal Plans
The following meal plans are valid for one academic term and must be purchased separately for both the Fall and Winter terms.
  • Basic Meal Plan (minimum required): $1,500
  • Bronze Meal Plan: $2,000
  • Silver Meal Plan: $2,500
  • Gold Meal Plan: $3,000
Two-Term Tax-Exempt Meal Plan
The following meal plan is designed to cover both the Fall and Winter terms with a single purchase.
 
  • Fall and Winter 26-27 Basic plan – $3,000

*Please note that the University will be closed between the Fall and Winter terms from December 23, 2026, through January 5, 2027. Residents are not required to move out during this period; however, limited food services will be available on-campus during that time.

What is the UR OneCard Meal Plan?
The UR OneCard Meal Plan is a declining-balance dining account loaded onto your digital UR OneCard on your mobile device. Funds can be used to purchase food and beverages at participating food service locations across the University of Regina campus.
The UR OneCard Meal Plan is the sole meal plan approved to meet the mandatory meal plan requirement for students living in dorm-style accommodations in UR Housing.
Meal plans purchased from independent vendors are not eligible and will not be accepted as a substitute for this requirement.

How do I purchase my UR OneCard Meal Plan?

To purchase your UR OneCard Meal Plan, you must download the Avro Mobile App from the app store on your device. Once downloaded, you will need to log in with your UofR Credentials . Select the meal plan option that best suits your needs, then complete your purchase using a credit or debit card. Once your meal plan has been successfully purchased, UR Housing will be automatically notified.   

Can I pay for my UR OneCard in installments?
All tax-exempt meal plans must be paid in full (no partial payments are allowed).  
Can I use my UR OneCard immediately after purchase?
Yes once your transaction is successful you will be able to use your account right away. 
What is the deadline for me to purchase my mandatory UR OneCard meal plan?

All students living in dorm-style rooms are required to purchase a meal plan by the first day of classes in both the Fall and Winter terms.  Meal plans are optional in the spring/summer terms only.  Students wishing to purchase a two-term meal plan must do so by the first day of classes in the Fall term.   

I live in a dorm room and don’t want to purchase the meal plan?

Students living in dorm-style rooms are required, as a condition of their Housing Contract, to purchase an approved UR OneCard meal plan. Students assigned to dorm-style rooms who fail to purchase the required meal plan by the first day of classes will be considered in breach of their Housing Contract and may be subject to contract cancellation/termination. 

How does a declining-balance meal plan work?
A declining-balance meal plan operates like a like a prepaid account. Each time you make a purchase, the cost is deducted from your available balance. You can continue using your card until your balance reaches zero, or the end of the academic term- whichever comes first. 
Who is required to have a meal plan?
Students living in dorm-private and dorm-shared style units in University of Regina Housing are required to participate in the meal plan program as part of their Housing agreement. 
Where can I use my meal plan?
Your meal plan can be used at participating food service vendors located throughout the University of Regina campus.
How do I check my meal plan balance?
You can check your meal plan balance by logging into the AVRO Mobile app on your phone or at participating food service locations when making a purchase. 
Can I add more money to my meal plan?
Funds can be added at any time via the Avro Mobile app.  Students who are required to participate in the meal plan program  must purchase a meal plan each academic term they reside in a dorm-style residence. For example, you must purchase a minimum $1,500 for the fall semester and again in the winter semester. If your balance runs out before the end of the academic term, you may add funds to continue making purchases or use another payment method accepted by the food service vendor for the duration of that term. A new full meal plan will be required at the start of the next academic term in accordance with your Housing Agreement. 
Do meal plan funds expire?
Yes. Meal plan funds that are unused at the end of the Fall term will transfer to the Winter term, but any funds remaining on your UR OneCard account will expire on April 30th.
Can unused funds roll over to the next semester?
Yes. Any unused meal plan funds at the end of the Fall term will carry over to the Winter term. However, these carryover funds cannot be applied toward the required minimum meal plan purchase for the Winter term. For example, if the minimum Winter meal plan is $1,500 and you carry over $300 from the Fall term, you are still required to purchase the full $1,500 Winter meal plan. All funds on the card will expire annually on April 30th  
Can I use my meal plan to buy food for friends or family?
Meal plans are non-transferable and are for the exclusive use of the plan holder. Allowing another person to use a meal plan, card, or credential is prohibited. 
What should I do if my UR OneCard is lost or stolen?
UR OneCards are digital, so can be accessed via the Avro Mobile app on any device If you lose your phone or device and have trouble accessing your UR OneCard app, please email food.services@uregina.ca for assistance and support.
Can I receive a refund for unused meal plan funds?
UR OneCard mandatory meal plans are non-refundable.
What purchases are allowed with my meal plan?
Meal plan funds may be used for eligible food and beverage purchases at participating campus dining locations. Alcohol and hard good/non-food merchandise purchases are not permitted using the UR OneCard.
Can I use my meal plan off campus?
No. Meal plan funds can only be used at approved participating food service vendors on campus.
What happens if I move out of UR Housing?
If you are approved for cancellation of your UR Housing Contract, you may be approved for a partial pro-rated refund depending on your approved move-out date Any move-outs that occur after November 15 in the Fall term, and after March 15 in the Winter term are not eligible for refund All refund approvals are subject to a $100 administration fee All refund request approvals are at the sole discretion of UR Housing Services.
